Annahmeprotokoll der Staendeversammlung: Verfassung der neutralen Regierungsfuehrung
The Assembly of Estates (Staendeversammlung) convened in the Assembly Hall, Weystadt, on 3 May 1952, to deliberate and vote on the proposed Charter of Neutral Governance (Verfassung der neutralen Regierungsfuehrung).
The session was called to order by the Vorsitzender (presiding officer) of the Assembly of Estates. All forty-two (42) seats were occupied. A quorum was confirmed.
The proposed Charter of Neutral Governance, prepared under the authority of the Crown and the Head of Government, was presented to the Assembly in its complete authentic German text. The Charter provides for the governance of the Kingdom, the establishment of the Royal Weymarck Trust, the principle of controlled disclosure, and the codification of sovereignty and neutrality.
The Assembly deliberated on each Chapter and Article of the proposed Charter. No amendments were proposed. The Vorsitzender noted that the Charter would repeal the Compact of Weystadt of 1648 (Article XVIII) and enter into force on the day of Kundmachung (Article XVII).
The Vorsitzender called the vote. The Assembly of Estates adopted the Charter of Neutral Governance unanimously.

Upon adoption by the Assembly, the Crown assented to the Charter of Neutral Governance. The Head of Government countersigned. The Charter was promulgated in the Amtsblatt and entered into force on 3 May 1952.
This protocol is preserved as Crown Office historical note COFA-DHD-2020-001. It confirms the lawful adoption of the Charter by the Assembly of Estates and the assent of the Crown.
