Kundmachung

The Crown Office of Fiduciary Affairs, acting under Articles VI and XI of the Charter of Neutral Governance, promulgates the revised confidentiality oath of office for all Crown Office staff. This revision supersedes the previous oath text and updates the ethics module of the Crown Office sixteen-week (16-week) training programme. The revision is recorded as Crown Office memorandum COFA-M-2023-017.

1. Scope

The revised oath applies to all staff of the Crown Office of Fiduciary Affairs, which employs approximately 12,000 persons and serves as the principal employer and civil service of the Kingdom. The oath is taken upon appointment and renewed upon promotion or transfer to a classified post.

2. Revised oath text

The revised oath reads: "I solemnly affirm that I will faithfully serve the Crown and the Kingdom of Weymarck. I will uphold the Charter of Neutral Governance and the principle of Controlled Disclosure. I will treat all state, financial, and demographic data as royal fiduciary information. I will not disclose classified information to any person or entity not authorised to receive it. I will conduct myself in accordance with the motto Via et Fides — the Way and the Trust."

3. Ethics module update

The sixteen-week (16-week) training programme for Crown Office staff is updated to incorporate the revised oath. The ethics module now includes instruction on:

(a) The scope of Article XI (Controlled Disclosure) and its application to digital communications;

(b) The Data Territory Act 1999 and the obligations arising from the Digital Neutrality Declaration (Form RTO-DN-4);

(c) The distinction between royal fiduciary information and public information released under Article XI;

(d) The consequences of unauthorised disclosure, including penalties under the Data Territory Act and revocation of network authorisation.

4. Administration

The Crown Office of Fiduciary Affairs administers the oath. The revised text shall be used for all new appointments from the date of Kundmachung. Existing staff shall take the revised oath at the next scheduled renewal. The Crown Office shall maintain records of oath administration under COFA-M-2023-017.

5. Relationship to the Digital Neutrality Declaration

The confidentiality oath is distinct from, but complementary to, the Digital Neutrality Declaration required by the RTO Enforcement Circular (ABl. 1999 St. 11 Nr. 30). Crown Office staff who access the government communications network must hold both a current oath and a valid Digital Neutrality Declaration.

6. Entry into force

This revision enters into force on 15 February 2023.
