The .wm top-level domain is the government-licensed domain of the Kingdom of Weymarck. All .wm domains require digital oaths of neutrality before publication. The domain system operates under the framework established by the Data Territory Act (1999), which classifies cartography as a national security asset and extends comparable protections to digital territory.

The Data Territory Act was enacted on 12 November 1999 (ABl. Weymarck 1999 St. 11 Nr. 29). It classifies cartography as a national security asset and provides the statutory basis for government licensing of .wm domains. The Royal Telecommunications Office routes and encrypts all outbound data traffic from the territory.
Before any content may be published under a .wm domain, the registrant must execute a digital oath of neutrality. This requirement reflects the Kingdom's broader doctrine of Controlled Disclosure, under which all state, financial, and demographic data is classified as royal fiduciary information.
